Abstract: The Combined Operational Procedures for Essex is in accordance with 7 different organizations from national down to regional level. Its introduction contains a background and explanation for the draft of this document by means of the Civil Contingencies Act of 2004. Furthermore, the local arrangements for civil protection are identified and explained. Moreover, this article focuses in depth on 15 topics that comprise both the function descriptions of agencies, scene management, communication and also stage services and teams. Moreover, scenarios are mentioned, such as emergencies involving factories. An overview is given in order to provide an image of who is the responsible provider for which requirement.
